The first thing to do is to scan your image in.

The trick is to scan it in a large pixel size i.e. larger than 2000 pixels wide recommended because it will appear much nicer when the image is later reduced to a smaller size.

Also you must scan in black and white (grey scales) for the best result because right you would need the line art to be as black and defined as possible. Unless you want to achieve a special result I would suggest you to scan in B&W first

The above is a just scanned image ready inked in black, and all pencil marks are carefully erased.
